Helen's ACHIEVEment

Congratulations to Helen for successfully completing her internship with SU's College of Education and CCTS! Helen, a student in Highline College's ACHIEVE program, joined our teams in March. She has been a tremendous help in our offices, providing support on a number of administrative projects. In addition to her strong computer and clerical skills, Helen's positive attitude and commitment to special education advocacy was a welcome addition to our departments. We're going to miss having her in the office, but are excited for her future opportunities! 

One of Helen's hidden talents is that she's a skilled creative writer. On her last day of work, we asked Helen to write a few words about what this internship experience has meant to her, and any message she wanted to share with special education teachers and administrators across the state. Her response is below. 

From the desk, in Jay and Gina’s room, in the College Of Education, here at Seattle University, I am writing to all of you about my experience here, and what this internship means to me. I chose to come here through where I am currently going to college. The Seattle University here works along the side of Highline College, where I go to school. My advisor told me about this opportunity and I was interested. Later on I filled out the application and got it in. I came down here with the career specialist from Highline and got interviewed by Bob Hughes, Casey Hicks, and Cinda. After the interview I was accepted and made it in. I started working with Casey Hicks for a while. She had me doing organizing, transcribing notes, computer projects, and scanning of Bob Hughes’s binders. I liked working with her. She was a fun person to work with. I got to meet different faces that I otherwise didn’t know and had a blast. After working with Casey for a while though, Jay and Gina then asked Casey if I could work with them one day a week and the other day with Casey. From then on I have been working with the girls on the third floor. Jay and Gina had similar tasks for me that I did before with Casey. They had me doing transcribing notes, counting of flow sheets and other flyers, looking over a website, and many others. To me working here was actually so fun. The work was so fun it wasn’t work at all. The staff that I was around were friendly and fun to work with. This was so fun. I loved working here. It made me want to come here in the future to become a student here so I could come back to my workplace just  to visit all of them again.

The Post-School Survey is now open!

School districts have until October 31, 2017 to complete the post-school survey for all of their 2015-2016 special education leavers and follow up on their activities since leaving high school. As a reminder, the state target for both the survey contact rate and response rate is 70%. Below are a few reminders to assist with the survey process:

To ensure accurate and timely reporting, all surveys must be recorded electronically in the TSF, CCTS' online data collection platform.

  • The TSF can be accessed directly at
  • Anyone conducting survey phone calls must have an account in the TSF.
  • If your district needs to add more TSF user accounts, please contact Gina Esposito, CCTS Program Coordinator at or 206-296-2253.

Teachers and staff members making phone calls should be knowledgeable about the survey process and definitions. Check out the following resources, and please contact CCTS if you have questions:

  • 2016-2017 Post-School Survey Guide: (NEW!) provides details about the survey process, timeline, and strategies for increasing response rates.
  • FAQ: (NEW!) a comprehensive list of defined terminology and answers to frequently asked questions surrounding the Post-School Survey.
  • Online Post-School Survey Training Modules: a nine-module series that guide TSF users through the data collection platform. Module 8 specifically address the Post-School Survey telephone interview.

The Post-School Survey Closes at 11:59 p.m. on October 31, 2017. Without exception, surveys cannot be completed after this deadline.

Districts: Verify Special Education Leavers by June 1, 2017

In preparation for this year's Post-School Survey, the 2015-2016 special education leaver information from the CEDARS/Skyward databases has been transferred to the Transition Systemic Framework (TSF), CCTS' online data collection platform. By June 1, 2017, all leaver information in the TSF must be verified by districts.

To Complete Leaver Verification by June 1, 2017:

  1. Log into the TSF.
  2. In the BLUE section choose ENTER/VIEW Post-School Data.
  3. Review the 2015-2016 student leavers for each high school or program.
  4. Delete any leaver that is incorrect. Add leavers that should be on the list.
  5. When finished, submit the VERIFICATION COMPLETED REPORT.

If you have NO special education leavers, submit the No Leavers to Report.

Post-School Survey phone calls to 2015-2016 leavers can begin June 1, 2017 and must be completed by midnight on October 31, 2017.

CCTS is seeking highly skilled independent contractors to serve as Transition Specialists in Washington state ESDs 101 and 123. Transition Specialists provide professional development for special educators and administrators through coaching, technical assistance, and support to Transition Learning Communities, and assist in the development of Interagency Transition Networks.

Post-School Survey Data Now Available!

Post-School Survey results are now available for your district! To access your reports, log in to the Transition Systemic Framework (TSF). Under the "Reports" tab, select "Post-School Reports."

These reports will allow you to examine the post-school outcomes for your district's leavers by factors such as gender, disability type, race/ethnicity, and graduation status. If you would like to view reports for your district but do not have access to the TSF, please contact Gina Esposito at

This year we achieved our highest statewide response rate yet of 81%!

Thank you for your time and effort in contacting student leavers to conduct the surveys. The data you collect are crucial in informing practices to improve post-school outcomes for students with disabilities.

Special Education Consistency Index

CCTS is proud to partner with OSPI and eLearning for Educators in the launch of the Special Education Consistency Index, a rigorous, self-paced 30-hour web-based college-level course intended for experienced special educators. Those who complete the course earn certification as Special Education Consistency Index Scorers. This certification provides three-year access to the web-based Consistency Index platform.

Worksite Learning/CTE Survey

What CTE opportunities does your district offer? What specific CTE questions do you have? Your contributions and feedback will become integral to informing content in a new learning module: CTE and Worksite Learning for Students with Special Needs.

TLC Pilots

We're kicking off Transition Learning Community (TLC) workshops in 17 pilot sites across the state of Washington. These pilot sites represent 34 school districts--some working as single districts and others working together as district collaboratives--ranging in size and location from all 9 Educational Service Districts.

With support from the Division of Vocational Rehabilitation, CCTS will provide these districts with support to develop pre-employment transition services, aligned to and grounded in transition research. The ultimate goal of the pilot work is to increase positive post-school outcomes for students with disabilities.
